постоянно требуется руками запускать
судя по логам, в момент запуска нет сконфигуренного интерфейс virbr3
который поднимается после запуска virtxend.service

добавляем в секцию After=remote-fs.target network.target nss-lookup.target time-sync.target slapd.service sssd.service ndsd.service virtxend.service
и всёравно, ниxера не стартует само! только после принудительного пенделя
